[ci] Use `install-action` for `dylint`

Overview

trailofbits/dylint#1972 added a workflow to release cargo-dylint and dylint-link binaries, allowing us to use install-action rather than building the dylint binaries within the link job. Following the next release, we will need to update our lint job.
