Modal Shows Standard Time Despite "24-Hour Format" Selected in Settings #611

Description

@doakey3

Please check that this issue hasn't been reported before.

  • I searched previous Bug Reports and didn't find any similar reports.

Expected Behavior

The event modals should display a time selection widget that is consistent with the time-display settings.

Current behaviour

After an event is created, click the event in the calendar to open the modal. The time is displayed in AM/PM notation instead of the 24-hour format even if the 24-hour format is selected in the settings.

Steps to reproduce

After an event is created, click the event in the calendar to open the modal. The time is displayed in AM/PM notation instead of the 24-hour format even if the 24-hour format is selected in the settings.
