Testing: reset per-arch exclusion sets for the release/23.x bump

These were curated against the old LLVM_REF pin; carrying them forward
would both mask tests that may now pass and miss new failures the bump
introduces. Clearing them gives a clean baseline to re-triage from the
next CI run against release/23.x, rather than presenting a stale,
partially-accurate picture as if it were current.
