Show a custom thumb indicator only when scrolling by using the thumb

Hey, is it possible to somehow show a floating indicator that scrolls with the scrollbar, but is only visible when scrolling by using the thumb? Like when you scroll using the thumb in whatsapp for example. Appreciate any answer! :)
