Description
After long talks with my hosting provider, it seems clear that packagist.org routing IPv6 is at cause.
This already caused numerous issues in the past like
- packagist.org does not respond to IPv6 connection #752
- Problems with packagist.org hosting? "zlib_decode(): data error" #743
- Connection timed out #530
- packagist.org causes "SlowTimer" and fails with Composer\Downloader\TransportException #470
- packagist.org does not respond to IPv6 connection composer#5889
- The "https://packagist.org/packages.json" file could not be downloaded: failed to open stream: No connection could be made because the target machine actively refused it. composer#7503
- Unable to install composer via IPv6 composer#6676
- Need to be able to disable ipv6 when composer creates remote stream context composer#6519
- IPv6 routing issue with OVH composer#6420
- zlib_decode() data error composer#5896

.... and so many more (just google for it).
Could the owner of packagist.org have a contact with it's provider (OVH).
Ticket 72669662 has been filled there about IPv6 to packagist.org.
At least in some of the above tickets, it seems that OVH hosting is unable to provide IPv6 connectivity between 2 of its own datacenters.
