catalog archive/unarchive: batch must be leaves-first and unarchive is not seat-local (found live on dev3)

Found live on dev3 during the 668-seat bulk archive (dotfiles PR #2502 "Live one-off", 2026-09-06, agent-cleanup session), reported by the orch seat dev3.direct.omp.43sz6ujq:

1. Partial archive must go leaves-first. st2 catalog archive --identity <batch of 25> refused with supervisor-referenced and moved nothing when the batch contained a supervisor whose retired children were not in the same batch, so a caller must topologically order batches by hand. Expected: the verb orders the eligible set leaves-first itself (or reports which identities it deferred and archives the rest).
2. unarchive is not seat-local. st2 catalog unarchive <child> fails with error supervisor-missing while the child's supervisor stays archived. Expected: either unarchive the supervisor chain transitively (with a --dry-run plan), or name the exact missing supervisor and offer --with-supervisors.
