Make testing against travis optional (TRAVIS_TOKEN was removed)

CI was failing and demanding TRAVIS_TOKEN . I do not see a "free" plan and since we no longer actively using travis, I could let that code go into "untested" territory for now.  I removed TRAVIS_TOKEN secret - CI setup and code should be adjusted to  come back green now.
