[package] fontconfig/*: Need more mirrors as upstream freedesktop site seems sometimes blocks conan as bot or too overloaded

Description

It seems upstream https://gitlab.freedesktop.org/api/v4/projects/890/packages/generic/fontconfig/2.17.1/fontconfig-2.17.1.tar.xz sometimes don't allow dowloading (maybe service is overloaded, or anubis issue?)
I suggest adding the unofficial github mirror: https://github.com/arthenica/fontconfig/archive/refs/tags/2.17.1.tar.gz

I'd be cautious to speculate, please reach out to the freedesktop.org maintainers to verify this.

Conan offers multiple ways of caching: you can have your own sources mirror without even touching the recipes, and once you build a package it can be kept, re used, and propagated via a remote. We are seeing a worrisome trend where it seems like some users are exclusively building from source every single time a package is requested anywhere, or having nightly builds that rebuild everything even when nothing has changed. I think we need to consider that a lot of source URLs are hosted in community maintained servers that may not be able to handle high volumes of traffic - I think we should all do our part it not overloading these servers unnecessarily.
