Conan error after a new library version installed #2257

Hello,
some information about our system
OS Windows 10
Conan version 1.32.1
Python version 3.8
We use Jenkins for automatizing builds

After updating conan from 1.7.0 to 1.32.1 version I am getting sometimes a build error like this in Windows

This happens when Library is being built around the same time that this program is being build that uses Library.
In conan 1.7.0 when that happened normally there was a lockfile that could be removed in order to the program build to continue, but now it directly throws an error which is not the behavior we want. Is there any workaround for this problem?

I tried enabling and disabling shortpaths as I thought it was related but that did not changed the problem (only the pathname).
