Investigate win builds linking against conda-forge sqlite

At present, the windows build builds it's own bundled sqlite from the aggregated source. We should see if it's feasible to link against an installed version. I don't have reliable access to a full windows build environment, and ci seems like an expensive way to stumble through it.

I've removed the sqlite dependency for windows in #3, but would still like to solve this The Right Way... @conda-forge/help-c-cpp
