Create action skeleton

Create an action skeleton that:

• has an action.yml
• the folder structure to contain the various type of scripts that the action uses
• the folder structure to contain the test suite which the action runs as part of the installer creation
• some reduced example scripts/tests that shows how everything plays together
• a workflow that executes the skeleton as composite action on linux/windows/mac on every PR
