Introduce Failed Attestation Events #1161

Maybe we should introduce a hook that is called when attestation fails. This could allow admin to setup special notifications or other remediation flows.
This might be especially relevant in the case of long-running guests that request many attestation tokens. Right now we don't have a great way to link these separate requests together. I wonder if we also might also want to add a field in the KBS protocol that allows a guest to specify information from a previous connection, such as a previous nonce. This could help us maintain the state of a guest across multiple attestation tokens. This idea needs some refinement.
