kafka_controller.log4j_file not created when custom value

**Describe the issue**
When `kafka_controller.log4j_file` is set to a custom value, playbook tries to patch it, but file is not created first.
It should be copied from kafka default location

**To Reproduce**
set a custom value to `kafka_controller.log4j_file`

**Expected behaviour**
playbook should pass
