Including LayersData Annotations in an image

Hi,

I was using skopeo inspect docker://quay.io/fedora/fedora-coreos:stable to view the image information and I saw these LayersData. On my fedora-coreos derived image, the annotations read Annotations: null. Is there any way to specify annotation in the LayersData? They seem like they would be helpful.
