Curly underlines look weird and paint over text

When I run printf '\033[4:3m%s\033[m\n' error, the curly underline is almost as tall as a lowercase letter.
Even worse, it partially overlaps with the text, making it hard to read.

This is on Linux with the default font.
Can anyone else reproduce? Maybe it's my system..
