LAN developer connection locks up when the watch disconnects unexpectedly

Steps to reproduce:

1. Enable developer connection for a connected watch
2. Run pebble logs on the computer - it should connect normally
3. On the watch, go to the settings -> system -> shut down
4. BUG 1: pebble logs command will stay open as if the watch is still connected
5. Turn on the watch again, wait for it to reconnect, enable developer connection again
6. Run pebble logs again
7. BUG 2: developer connection will not connect
