Extract network status detection from Tor

Tor has an extensive control protocol: https://gitweb.torproject.org/torspec.git/tree/control-spec.txt . It can also (sometimes) detect if the network went down. Unfortunately I've no idea how to access that information. Would be nice to show the user if sync is not ongoing due to WiFi/cell being disabled.
