[Feature] Drag and drop the menu items

Use the same menu that is use for placing applet in the panel or dock for ordering menu items instead of arrows to move each item up or down.

Definitely. I avoided doing this initially because I'm not 100% happy with how the applet drag and drop feels, plus when I went to steal the code it was all a bit higher than my skill level right now. This will come!
