Issue with special observations confusing users

Educators asked what was going on during special observations that result in smaller subsets of the map being observed over shorter time gaps.

Possible ideas:

• See if we can use observation logs to visually flag special observations. (They don't seem to be in a format that will be super easy to parse).
• Maybe space tickmarks on the time slider closer together if the timestamps are < 0.5 hr apart.
