make proto-swagger-gen does not work

Running the command make proto-swagger-gen doesn't work.

$ make proto-swagger-gen

I have protoc-gen-swagger installed and in my path, but I'm pretty sure it's actually talking about the docker image.

I get the same error "could not find protoc plugin for name swagger ..." (different docker image though) when running the command on both main and release/v0.53.x.
