Sitemap can't be be fetched in Google search console "couldn't fetch"

Describe the bug

When I try to submit my site map to Google search console I get:

As in image above I tried so many formats. And don't say "you need to wait a bit" I already waited around a week (but refreshed them today) and nothing has changed.
I tried placing replicas of sitemap.xml in different locations (hoping anyone to get fetched but they didn't.

And when I added my site under external domain exmaple.com not user.github.io domain, sitemap got fetched instantly.

Steps To Reproduce

1. Get your chirpy user.github.io site running
2. Go to Google search console and complete the verification
3. Try adding the sitemap sitemap.xml

Expected Behavior

Sitemap couldn't get fetched.
