Cost coverage query should ignore transfers not to/from solvers

Currently, query 2601653 picks on transfers that are irrelevant to payouts; e.g., bridging COW tokens from the mainnet payouts Safe to payouts safes on other chains. We should more systematically handle this (currently, we just exclude the corresponding tx hashes)
