Check that NPM version has been bumped when a new tag is released 

We recently released a new version 1.1.0 that was released under NPM version 1.0.0. This causes frontend problems when updating the package as the code isn't updated correctly with NPM install.

We should probably check that the version tag is consistent with the NPM version if we are releasing a new tag.
