No validation for the address field on the Add image form

1. Open https://github.com/cowprotocol/token-lists/issues/new/choose
2. Press on the Add image
3. Fill in the address field with any value
4. Select an image
5. Submit the request.

AR: there is no validation for the Address field on

• format
• whether it belongs to the selected network or not

ER: it would be great to add these validations

@elena-zh hey we can use the format validation (regex) on address being in the (0x + 40 hex chars format) and image url with a https regex. but for checking if the address belongs to the network we need to write a script.

I think would be a good idea to add a github action workflow that triggers whenever a new issue is opened (or edited). which run a script to check if address exist in network.
