Add possibility to back fill dashboard results for older commits.

Our dashboard checks only run once or twice per day and often multiple commits happen between runs. Therefore, a new failure can not be readily assigned to a single commit. If we had the ability to trigger dashboard checks for past commits, we could bisect the commit history.
