api.cpantesters.org 503 Service Unavailable

Hi,

Similar to #40, but this time it seems that for the past ~3 weeks I'm very consistently getting `503 Service Unavailable` and `503 All backends failed or unhealthy`. The URL my script tries first is <https://api.cpantesters.org/v3/release/dist/Algorithm-Odometer-Tiny/0.04>, but it seems the whole API is down.
