0.7.3 Error - ELM translation regression

View ELM outputs incorrect XML seems to be a regression reported in https://github.com/cqframework/clinical_quality_language/issues/1179 and https://github.com/cqframework/cqf-tooling/pull/527 - see below and note the case problem with `Library` and extra XML namespace:
