Restore Error: Wrong Content Type

I selected "Backup Config" and saved the zip file on a Win11 machine using Chrome browser. I then press Restore and select the file I just exported and get an error statement "Error - Wrong content type. Upload failed". Nothing is in the log file and changing the debug level to 100 didn't help.
