Accessibility: Show Blocks Plugin

Any chance we could get the show blocks plugin added?

I attempted to build a custom craft plugin to do this, but I'm not having much luck.

The show block plugin would be handy in a couple of scenarios related to training content authors.

1. Heading levels (sequence and nesting) are important for accessibility. Enabling show blocks allows a content editor to easily see heading levels. https://www.w3.org/WAI/tutorials/page-structure/headings/
2. Styles sometimes apply to to block level elements. Seeing blocks can help an author understand where styles will be applied.
