Dropdown toolbar can overflow panel slide out

Description

In a slide out the CKEditor dropdown toolbar can overflow the container leaving items unaccessible. The screen shots below show the issue.

Steps to reproduce

1. Open any CKEditor field with several items in the toolbar in a slide out. Like double clicking a matrix block.
2. Open the dropdown toolbar hiding the extra toolbar items
3. If there are too many items it will overflow the container
4. Resizing the your browser width may be necessary
