Config overrides for user settings

We quite often need to control user settings in different environments and I was looking for the config settings recently to control this outside of the project config files but couldn't find any reference to them. It feels like all settings should have an option to be set in the general config file in order to have this control and it seems odd that the user settings have been left out...would it be easy to add in?

A recent example is wanting to set the "Deactivate users by default" option to a different value in different environments...currently this doesn't seem to be possible?
