Rework site groups to become more useful/first-class citizen of the Craft CMS eco-system

Working in a European context I have a lot of sites that rely heavily on the concept of site groups. It's one of the things that I love about Craft CMS: The flexibility, extensibility and freedom to organise your content in a way that fits your approach and that benefits the end-user and the authors' experience.

That being said, the concept of "site groups" hasn't been fully fleshed out, for developers or for plugin developers, to really get the most out of this. When going through open or unanswered discussions in the repo I do note a lof of questions/requests around this.

A short summary of some of the points that would be beneficial to add:

• Setting primary site per group
• Site group templates setup out of the box
• Static translations per site group
• Let each entry choose which sites in the same site group it should be saved to
• Make new sites enabled by default for sections
• Custom order for site groups
• Manage and restrict assets by site or site group within an assets volume on a Multi site system

I'm wondering if this is on the roadmap to tackle or something you'd be open to discuss further. I'd love to get some input on everyone's experiences, from both developers as well as plugin devs to see where the current pains are.
