Could the save menu be improved between drafts and entries?

I recently got in a muddle because "save as new entry" now creates a draft, and not an entry. Initially, I thought it was a bug but now I assume that its a change to bring this functionality in line when when you click "new entry".

Anyway, it got me thinking. Could the UI be simplified somewhat if the act of transitioning a draft to an entry was kept separate in the UI?
It would need some sort of one-way toggle - unlike the hastily included example here, it would need some sort of visual indication about the process being a one-way step. But something like that would then allow the save menu to be consistent between drafts and entries.
