I can no create a Negative Tax

I need to be able to create a negative tax but i can not find the option to do it, in Spain there is a tax the freelancers apply to their invoices and it is negative because it decreases the ammount to pay for that invoice, after that it is the customer who pays it to the government taxes agency.

Please help me with this!
