[QE] Create konflux integration test for Windows

Create an integration service on Konflux to test Openshift Local on Windows.

This requires #248 to be merged in order to trigger builds / integration services

• Review crc-extension testing container
• Review usage for step actions, maybe needed on mapt
• Review results from mapt, maybe moved to openssl ssh_config file
• Push results to s3? as report portal will not be available
