[BUG][Windows] InstallCheck should check Windows Home

Steps to reproduce

1. Be on Windows Home edition
2. Go on dashboard
3. assert InstallCheck are all green except CRC cli was not found in the PATH
4. Click on Install
5. assert Red Hat OpenShift Local Setup fails with Red Hat OpenShift cannot run on Windows Home edition

Expected

The Install check should probabaly fails, if windows Home edition is not supported

Actual

The Install check are green
