[Enhancement] Add new param to set crc version

Currently ocp versions are tied to crc versions, may uers wanna run tests based on specific ocp versions as so they would need fixed crc versions.

I.e. ocp 4.17.X so they will set crc version 2.45.0 and 4.18.X they will set another action with crc version 2.4X.0 instead of falling into default latest version (so no control on ocp version)
