Add requirements in cloud.redhat.com/openshift/create/local

Right now, when looking how to start with OpenShift, new users land on https://cloud.redhat.com/openshift/create/local.

The current page doesn't show any requirements like:

• Be root/administrator
• Have 9GB of memory
• Have virtualization enabled

With this, clearly said, we will have less downloads but also less failures.

We could also tell the user to start a developer sandbox as fallback.

this one is slightly misleading, it's more "sudo/admin access is required at install time". Agreed that it would be useful to have these requirements listed!

the right thing to say is: "possibility to use administrative or root privileges". This inconsistency would else lead to confusion and misunderstanding around the installation. People do not read the documentation first, but act according to the landing page.
