oc from OpenShift 4.11 may not support RHEL7

oc 4.10 is the last release being built with support for rhel7, starting from 4.11 we will provide only rhel8 compatible builds.

If they go with this plan, this means we will have to drop support for rhel7 when we start shipping OpenShift 4.11 bundles as we would ship oc 4.11 with the 4.11 bundle.
