Start a RHEL VM

macadam should be able to start images downloaded from https://access.redhat.com/downloads/content/rhel (hyperv/macos/qemu) or https://console.redhat.com/insights/image-builder (wsl)

It should allow higher-level tools (podman-desktop extension) to add ssh-keys to the image (either user-provided or autogenerated) as the desired workflow is to start the VM, log the user in, and let them do whatever they want to do with it.

The envisioned workflow is:

• the extension downloads from redhat.com (either from access.redhat.com or from image builder depending on the target hypervisor)
• the extension gathers ssh key (user-provided or auto-generated) and optional RH subscription information
• it uses macadam to start a VM and to configure the image (through cloud-init/ignition/...)
• once the VM has started, the extension provides shell access to it (through ssh)
