[RFE] Create arm64 linux bundles

Some of the team have arm64 hardware and wants to try out the OpenShift Local for testing purpose. Since we are already creating the arm64 bundle for M1, we should also enable our CI to create linux arm64 bundles.

• Enable the CI to create those bundles (better if upstream provide some arm64 node to hook with github action runner)
• Have the hardware (internally)to test those bundles if it is released
