Support for alternative build tools, such as buildah #28
Description
Currently, the build submodule is very much tied to using docker.
For CI builds, where rootless is always desirable, it would be useful to use buildah (or other build tools).
I read that there used to be a 'shim' for buildah, but it was removed. Is this correct, and I assume if it was, there was a good reason, and how should this now be done?
Or of course, could it use CNCF Buildpacks...

PS. Following a chat at Kubecon, I very much hope the provider-template, and this build module receive a bit more love. There are MRs and Issues with no comments, which makes them feel like degrading/deprecated projects. I'm assured this isn't the case.
