Use `crossplane` CLI in `local.xpkg.mk`

Currently we use the `up` CLI to extract an xpkg file into the Crossplane package manager's on-disk format. I don't think the `crossplane` CLI can do this - we should add the functionality to the `crossplane` CLI and use that.
