waiting for an updated view without proposing should eventually trigger a resolution process

if all op setup passes and we perform io (like reading from the log) but we get espipe then we wait for a new view. but this could block for ever if a client crashed performing an operation like a seal, for example. in this case we should timeout and resolve, perhaps by creating a new empty view.
