[Request] Dashboard card grid layout should fill empty space with cards

          I think it looks good, I have a nit about the dashboard cards but I don't think it's specific to this PR. The automated analysis card changes it's size depending on what it's displaying (empty state vs. grid view vs. list view), but when it's populated it is a rather large card and spans several grid rows - which causes other cards to also take on several rows worth of space. In some instances it looks like it would be possible to stack two cards vertically beside the automated analysis card, but because each card in the same row as the automated analysis card shares the height it isn't possible. I'm not sure if this is something that can be easily tackled (or if it's even possible, I have a feeling getting the layouts done properly in Patternfly might be a headache), but could be nice one day.

Yea, I agree that's a bit annoying looking, but it isn't unique to this PR or even to the AA dashboard card really. What's happening is that the dashboard layout is actually just modelled as a card list, not as a grid, and cards only get vertically stacked when the list wraps around the available width. So it is only possible for two cards to share the same column if they wrap onto the next row - it isn't (currently) possible to collapse into the same "cell" of row/column.
