[Bug] Capture Diagnostics card for invoking actions should better handle different screen sizes

Current Behavior

At the moment, the card on the Diagnostics Capture page has buttons overflowing the bounds of the card itself when the screen-size is shrunk. My second monitor is in a vertical position so I often view pages at >=540px width, which is where I can see this happen.

Just using the PF Truncate component (like #1868) might be good enough here.
