Allow for "infinite" gas on deployments

As shown by #529 we should provide "infinite" gas for contract deployments. We have had issues with contract OOG deployments in the past so we might as just ensure that it always works. Then blockGasLimit and transactionGasLimit applies only for transaction execution.
