Support integrating cameras in `CameraReadout`

CameraReadout currently requires sampling frequency and pulse shape template to be set.

Some cameras only provide integrated images (ASTRI, Panoseti). These should not be required to set dummy values for these fields.

Solution: allow None for sampling_frequency and reference_pulse_shape{,_sample_width}
