Check releases for changelog update

Pull requests check to ensure a changelog entry was added to the news dir.  At release time these get rolled up into a changelog.md update.  There should be a ci check to ensure that the changelog.md is updated in the release PR.  This check can be done in the changlog workflow by looking at the PR label.
