Pongs Which Partially Fill Count As Pings Sometimes

This makes it so that they incur any trade/sec restrictions set which they should be bypassing if I'm not mistaken.
It isn't always the case and I'm not sure why it even happens. Not really sure what kind of logs would be useful here.
For reference this happened on ETH/USD on BFX.
